Allow record assignments to be changed using data events

This would be very helpful to have a two filter access for users and have some of the same DATA EVENTS that are available for Project such as SET ASSIGNMENT READ ONLY AND SET ASSIGNMENT, this way we do not have to toggle on or off project and keep that field consistent as we add or remove access logically.

Our specific use case is that we have multiple teams of inspectors that are supervised by a lead inspector. The intent is to assign records to one of the lead inspectors using Projects, then allow the lead inspector to use "assignment" to further refine which inspector on their team has access.
The problem currently, is that assignment is global (includes all users with access), so there is no way to filter down the available assignments to those users on their respective teams.
To address this, I can think of 2 solutions:
* Data events function to filter the assignment drop down, but this may be difficult to maintain depending on the number of users involved
* Data events function that sets the value of the "assignment" column. This could be leveraged to based on the user input on a choice list or record link column (assuming we had the user's email of name in the lookup). Both of these options could then be managed much easier.
